Default Boost solenoid not connected...

Collected my car the other day had a ponder under the bonnet as you do and noticed that my boost solenoid is not connected at all to the turbo or the actuator?
there is just one hose linking the turbo to the actuator?
is there any reason why this may have been left disconnected as its a fresh rebuilt engine only problem is obviously the garage is not open and i was planning on doing a few miles today but dont want to cause any harm if possible?

Is the compressor housing piped to the turbo actuator? If so some people do this for running in or before mapping as it stops the car from boosting properly so it doesn't blow up.
