Badly performing possibly Speed Sensor

My MY93 WRX has not been performing very well, when accelerating gently it is fine but when you floor it, it sort of cuts out the boost. So I have done an engine code check with the black plugs under the dash and it has come back with code 33, vehicle speed sensor. I have also had a quick look in the engine bay and there is a light blue wire with a sleeved crimped terminal coming out of the inner wing just hanging loose behind the off side headlight.
Could anyone tell me what the speed sensor looks like and where it is located? How do you test it? Also this light blue wire don't seem to have a home anywhere in the engine bay any ideas what this is for?

So is no one able to tell me if this speed sensor thing is the likely cause of a big lack of performance on my car? Someone please help me.
To get the codes you have to plug the black plugs together under the dash near the steering column which will make the check engine light flash a coded number.

I've not had one go or seen a car with one go, but this guide gives you the failure mode of various sensors and how to diagnose them tracing all the wiring. There is another link on Ravensblade with wiring diagrams if you need to trace things- can't remember if it covers your model year.

I found an Earth wire dangling from the center of the bulkhead. It was connected to the Bulhead, but had no connection the other end. Should this be connected to the Speed Sensor ?
Could explain my hard 1st gear acceleration flatspot then.
Although I have no trouble codes logged.
