What should a 2003 wrx boost too, everything is stock and no fault codes I'm only getting about 9psi ?(no boost leaks)

how can I adjust the boost ? Could I use a a Manuel boost controller?

Thanks

Which end should the restricter pill be? Mine is in the pipe coming of the compressor snail before the tee piece? Is this correct?

Yeah, pill should be in the middle I believe on the piece you describe.

Think stock is circa 13-14 psi.

Nipping the vac hose to the actuator should see boost rise. If not your wastegate might be stuck open, bad header/up-pipe leak or something.
