Can anyone give me advice on how hard it is to change the front inner driveshaft boot on a 2003 WRX?

Do you need a tool to stretch it or will a cone do etc?

It's not that difficult,you can use a cone to stretch the boot if it is a stretchy boot,the inner joint will come off pretty easily,just be careful the rollers don't come off,if they come of it'll get messy.......
