I'm not sure, but when the engine is off, shouldn't this be shut off completely?

There is some play in it in the closed off direction, maybe upto 5mm of travel and it's not perfectly flat when engine off? Just popped my intercooler off to look at something else, and saw that, thought it was odd?

 

Just looked at a picture I took when fitting the Prodrive Y pipe on mine and it looks pretty well closed to me. Is yours drive by wire or cable operated? Cable one is pretty easy to adjust. The butterfly flap sometimes needs cleaning around the edges where it seats with housing.

Looks like it needs cleaning anyway so just whip it off ,spray with carb cleaner or similar and clean the flap edges and the tb bore. Might find the gap will be less as a result
