Even with another 80bhp he wouldn't have been far behind. Not unless you were we going for it through all the gears up to max top end speed and that's not really something that can be done on the road if that's what we are talking about.
I am sure people will give you various options but all will be quite expensive to do reliably.

Going from your profile name I presume you have an STi?
For 400hp you will need the following:
Larger turbo - something like an SC40/42, MD321, etc.
Larger injectors - the standard 550's will be running at their max potential so go for at least 650cc.
Fuel pump - 290lph or more from Walbro, RCM, etc.
Panel filter/induction kit - I think a panel filter will be fine at that power and is usually the better option in terms of cooling.
Exhaust - Decat or sports cat system. The prodrive will become restrictive circa 400hp.
Unfortunately as your car has the 2.5 engine it will require a full engine rebuild. I.e. pistons, conrods, headgaskets, etc. Even at standard power the 2.5 are known for blowing so it is just a matter of time.
Remap - Who you go for is up to you there are many specialists who will happily participate. It just depends on your preference, location, etc.
I would recommend that you upgrade your discs and pads along with other suspension parts in order to make the car handle the extra power on the road through corners, etc.
So all in all you are looking anywhere from 3-6k and if you can fit the parts yourself and source the parts cheaply enough you will be looking at the lower end of that figure.

If its a sti you can get 380bhp out of it with just a few tweaks (decat ,tgv delete , fuel pump, map) but it may have a devastating effect on your engine , or like mine you could be fine ,, but as you have a 2.5 I'd say ,,hope for the best but plan for the worst and get a rebuild sorted before you HAVE to as that day is coming lol

What about looking at suspension and brake upgrades and then you will be able to get away from pretty much anything around corners and forget the drag/straight line racing that the Impreza is not designed for.

Lol.... it's just the 2.5 block mate. The pistons are the weak point and many people have had problems on both standard and modified setups. So people try not to tempt fate by pushing them further.
