Default Starting problem, fuel pump? Help

Car seems to struggle to start from cold. Second time cranking it starts, it seems that the fuel pump does a quick prime like 1/2 a second to 1 second then it struggles to start.

If I turn the ignition for a second time the pump primes for about 3/4 seconds and it fires right up! What is causing the pump to prime briefly the 1st time?

Car is a 2002 bugeye sti, green panel filter, Perrin turbo intake, 3 port boost solenoid running 340bhp not sure what fuel pump?
Thanks for your time Marc
