Default turbo boost

Can someone tell me why a 2004 audi 18.t produces more boost than a 1994 wrx
Audi 19 psi
Wrx 11-12psi

Its a different car
has a different engine
has a different capacity
has a different turbo
etc etc etc

what a stupid question.
