I've used him a couple of times, on my PFF7's in Anthracite and the wifes Mazda wheels in shadow chrome.
The finish on the Mazda wheels seems a bit better than on mine and there are now a few minor bubbles on the inner rims (after a couple of years) The finish in the stud holes could have been better, to be honest.
Overall, he's not bad but some might be put off by the premisis which quite frankly, is a tip!

Seb,
Taken from his website :-
From the moment you arrive at J.P you will receive a first class service, your wheels will be fully stripped of all the old coatings, all major curb marks will be welded not filled. We have now installed an Iron Phosphate pre-treatment process which gives your wheels an extra anti corrosion resistance, along with our long lasting powder coat finishing your wheels will look as good as new..
So yes, they are powder coated
