Default Green fingered advice please

I've just been to the crematorium to see my brother, and the rose we planted for him isn't flowering, though the other roses in the same bed are

What can I do?

The rose is called "Peace" and it don't seem to be growing. A lot of the leaves have black spots on them.

I've just bought some John Innes plant food/fertilizer but I haven't grown anything since I done horticulture at school many many moons ago!

Any advice would be greatly appreciated!

Thanks for that, some very good advice!!

Looks like the blackspot isn't too bad as there isn't any yellow discolouration on the leaves, but will keep an eye on it and follow the advice on the site.

Thanks again
