Does anyone know if a certificate of "conformity - Subaru Forester 1998 model" was ever produced?
If so, does anyone have a copy?

Unlikely to have it registered as compliant. if it was a 2001 then there is a chance, as the emissions data was a requirement then. Could be different is yours was an import, but you didn't mention that.
