Default My99 Impreza Type R J2 ecu constant ignition and no fuel pump

Hi guys

Looking for some light on the subject.
After rebuilding the car over the summer put a new battery on and found that the ignition lights would stay on (but dim) even when the key is out also found the fuel pump would not run.

Car is standard other than newage injectors and all work fine before strip down

What I found.
No power from the ecu to the fuel pump relay

9v going to the ignition relay from the ecu after the key as been turn and removed

Is this wiring harness or ecu issue

Sounds like an earthing issue. Have all the earths been replaced correctly

All earths as far as I can see are in the right place.

Main from battery to chassis and to engine

2 from by wiper motor
1 on either side of chassis rail by the fans
