How is 30-70mph time measured?

Question

When you see 30-70mph 'through the gears' times quoted, how is this measured? Is it:

1. Start off at, say, 20mph in 2nd, floor it, start the clock at 30 and stop clock when you hit 70?

2. Start off at exactly 30 mph and then floor it?

I guess 1. would give the better figure, but is there a recognised method. I want to benchmark my car against some of the times I've seen posted.

Following on from when JB posted his times, I did as 1) above but from 35-75MPH. Takes a little of the speedo error out at 70MPH.

I get it spooled up and get about 4.6 from 35 to 75 on the speedo
