Do a search for checking ECU fault codes, perform the procedure and see if it comes up with anything. Limp home mode restricts engine revs to 3Krpm and will show the CEL on the dash, is this happening?

sounds like there is a pipe off somewhere in the boost control mechanism, i think im right in saying if u take the pipe off the wastgate actuator then you should only see about 6psi boost with the wastegate effectivley flapping in the breeze (someone please correct me if im wrong, been a while sine i done this!) You say you have replaced the solenoid, r u sure all the pipes went back on the right way and did the restrictor go back in the right place?

The other thing u could try is put a manual boost controler on such as a dawes device to check that the mechanical side of things are running correctly, if you can't get it to boost more than 6psi with the manual controller then i would suggest that your wastegate is stuck open.
