Default Rebuild options, my94uk

Hi all,
Had a whole load of burn't oil coming out of the exhaust. Changed the turbo from td05 to vf28 but problem persisted. Found out after a compression test that it was no3 cylinder was at 20psi.
I have a front mount going on and I was after peoples advice as to which way I should have the engine rebuilt to run a safe 350/350. I've read other threads but its not very specific to one car.
Mods so far:
Full de-cat
Blitz induction and vta
VF28
Front mount intercooler
Unichip @1.1bar
FSE pump
