VF23 & 28

I have a STI 4 RA that has a VF23, would there be much benifit in fitting a ported VF28 ? I know there are better options but cost is a factor.

The turbos are to similar to make the gain worthwhile the effort of changing.

Just looking for a cheap second hand option as I don't reckon the seals on mine are the best.
