If you remove the actuator from the turbo, then you should be able to hold it and just about pull the arm away from the body.
The wastegate button shouldn't be flapping around in the breeze though!

More than likely.
The pressure of the exhaust gasses will probably be forcing the 'button' open and therefore bypassing the exhaust side turbine - resulting in little or no boost being generated.
Looks like you be needing to try another actuator from a breakers!
