As James says, what, specifically, makes you think the turbo's knackered? There are a stack of potential explanations, so if you give us a more detailed explanation of what's going on, we may be able to give yo some more specific pointers.
As far as rebuilding your turbo is concerned, in many cases, when VF's go, a secondhand replacement is a more cost-effective option, so if this does turn out to be the case, scouting the For Sale forums might be a worthwhile pastime
