Default Smokey on startup

Hi,
Any ideas?
'98 Facelift Uk Turbo with 97500 miles. No mods, regularly serviced (all subaru stamps)
Sometime hard to start (esp. on cold days) i.e. engine turns briskly but wont fire for 10+ sec. Then struggle to life with quite a lot of white smoke. Happens every 20-30 starts. Also (on cold day) quite a bit of white smoke on startup (but started easily enough).

Definately not "steam" from exhaust! Smoke denser than that.

I guess it's going to be f'in expensive! Please god let it not be the turbo!

if it is .. I have a nice TD04 for about 120 quid (+ delivery)

I've had the 'white smoke' on my hard used STi v3. this was 2 years ago, too much oil in the engine. Removed about a litre so the oil gets to half way between min/max when cold. no more white smoke.
Must admit i did not have the poor starting though. Maybe this will help?

Sounds like the engine coolant sensor given the reluctance to start on a cold morning. (£25ish for the sensor)
