Solenoids - Noisey 'Good' OR Noisey 'Bad'

Should you be able to hear the solenoid working when on boost.
Some posts moan that their solenoids are noisey, others claim that they are working when you can hear them.
My old 93 WRX was noisey, but by MY94 Prodrive is quiet. Both use the same style of Solenoid so which is working and which isn't.
P.S I tried 2 on my WRX and both were the same i.e ticked when on boost. So my guess is that they should be heard !!!!!!
