MY94 impreza turbo, low revs and smoke when starting from cold????

as title, a friend has a MY94 impreza turbo.
when he has been driving and the engine is warmed up to temp, he can turn the engine on/off without any problems.
however, he does have a problem that occurs most times when starting from cold.
as soon as the engine starts, it will chug at say 900-1000rpm and a bit of blue smoke comes out, but after say 10secs (if that long) it clears and the revs go to 1200rpm ish where it idles perfectly.
the car has no other problems, does not smoke whatsoever when driving it easy/hard (i followed him to check for smoke).
the car has a decat system, induction kit, and boost is about 1.2bar.
any ideas?

sounds like valve seals..
You turn the engine off and a small amount of oil leaks from cam covers into cylinders whilst it is left standing over night..
Start the car and it burns off the oil hence the smoke..
Make sure he checks the oil level regular as you don't want to run out, but don't overfill it either.

yeah hes been keeping an eye on the oil level, its uses a little bit, but nothing much.
could oil in the inlet (ie from the breather pipes) cause the same problem? or is it likely the valve seals are the problem?
its just that valve seals are a pain of a job to do

Revs low because it is jugging on that oil rather than petrol..
doubt the oil in the inlet would be enough to cause the problem.. and would get burnt all the time.
