Clutch pedal sticking

Question

As I depress the pedal there is slack zone of an inch or so then when lifting the pedal sticks a bit then jumps fully out. It comes and goes but is usually worse after reversing. I don't get much in the way of judder or slip but wondered if it is a sign that the clutch is on it's way out.

MY99 @ 34K miles.
