Help problem with engine fans

Excuse my lack of technical knowledge but i seem to have a problem with the fans in the engine of my 95 WRX, they wont kick in at all whcih is leading the car to start smoking when stopped at traffic lights etc! Any ideas of what may be the problem?

Try checking that the plug connector directly under the rad is OK.

Is your water temp. gauge going up? Is it warm enough that the fans should kick in? Smoke=steam? from where?

Checked it and everything seems to be connected ok, the temp gauge is not going up past normal at all, but there seems to be steam coming from rad when really hot and it makes no difference how long you leave it idling they just wont work! I have checked all the obvious like fuses, connections etc but all seems to be in order! Maybe a visit to a mechanic then!
