Unstoppable boost creep

I own a 99Wrx with a STI V engine,VF23 turbo and a Link ECU.Above 5000rpm in 4th and 5th gear my boost begins to creep up until it hits the ecu map limiter.Normal boost is 1 bar and it continues to rise to 1.5.I have checked and replaced all my hoses,cleaned my solinoid,lowered my boost and now I have removed all my restrictors.It still rises.My only thought is that the wastegate actuator or wastegate itself is malfunctioning.Has anybody out there had this problem and found a cure?The problem is worse when the engine is under load e.g.climbing a hill.Any advice or links to threads anyone could reccomend would be much appreciated

The VF23 has a wastegate that flows plenty so that this should not happen. Does the actuator work? (take off the downpipe, check for fouling and pressurise the actuator - should open at about 0.5 bar). The other option if you don't want to drop the downpipe is to undo the circlip holding the actuator arm to the wastegate shaft and let the wastegate just flap. This should give you no boost at all at any engine speed. Also the wastegate shaft should freely rotate through 90 degrees. I once caught the wastegate "penny" on the flange of my twin dump downpipe and had to drop the DP to release it.
