rough idle from cold any ideas

on starting the car first thing its idling rough this comes and goes almost as if its missing , i just checked the coil packs and they are all reading 1 ohm plugs have only done 8.000mls .
does anyone know what the voltage is for the throttle position sensor is and how to check it.
