O2 sensor? Checking with a Select Monitor may give a good idea of what's going on. Also check the airfilter to make sure it is in good nick - a new one may help if the current one is dirty/old.
Also, make sure sure you are on the best fuel possible at the time of the test. Prior to your next try, perhaps run some good cleaner through the fuel system to clean up the injectors, valves etc (Redline makes a very good one). Optimax also seems to be good for cleaning up the internals too (no comment on performance though ). Earthing may also help by cleaning up the signals that the sensors see (and it is a dead cheap mod if DIYed).
The cats may need replacing/TLC too, but before you go down that path, give the above a try. If that does not help - pulling the plugs and checking their colour will give a bit of an indication, too.
The above are just a collection of ideas, you may have already done all that. Apologies for the simpleton nature of some of the stuff, I am not tyring to be condescending, just putting some ideas/options up.

surely you only have to pass a 1973 baseline test as the legacy isn't listed on the DVLA computer...
In which case should be no problem, best off taking the car to a specialist as they will no what to do, the car certainly isn't scrap!
