Yes the ring gap can be adjusted with a file. You just need to be very careful, and make sure you file it straight. So not a good idea after a night out in the pub
Remember to check the oil control rings too.

Good idea to dress ends with a fine stone too, one of those small wedge shaped ones if you have it. Failing that, some 400grit wet/dry around a lolly stick.

thanks for the replies, will do that then.
mark, measured:
top= .012"
2nd= .012"
oil= .015"
too small really.
paul, yes i do have a fine wedge, and sand rolls for the dremel, so should do the trick.
was going to open to .020" (not after being out on the p*ss )
