Legacy RS - Speedo malfunction and under-car vibration noise

Hey all,
Wondering if anyone can provide assistance with a mate's '94 Legacy RS (newish shape, similar to the B4).
Firstly, the speedo/odometer set seems to function irregularly. Although I am not sure what triggers it, occasionally it will cease to function until under hard-breaking. A repair on this has been attempted a couple of times by the local Subaru dealer/workshop themselves (replacement of some sort of speedo "sensor" twice) but this has failed to remedy the problem.
Secondly, about 6 months ago a replacement standard issue clutch was fitted through the Subaru workshop. Since then a very quiet noise similar to a vibration can be heard from somewhere under the car, mainly when letting off the throttle. Any ideas what this could be?
As expected, it has been under Subaru's care numerous times throughout the last 6 months, but again they have failed to even find the problem.

Actually, just quickly I remember reading a previous post regarding faulty speedos, and someone mentioned cleaning the fuse. I have mentioned this to him, but he has yet to give it a go.
Could be a solution...
