I'm going to upgrade my storage limit as there is too many ipads and ipods on the free limit. It means I will probably let my dropbox account slide but what I want to know is how can I use icloud with my windows pc so I can host files?

You won't replace Dropbox with iCloud.

You might be better off using separate iCloud accounts. You can still share an iTunes account if that's your reasoning.

I can link a pdf document or picture and post it to someone on the web , I was hoping I could do similar with icloud?

It's a real faff posting pictures and you're restricted as to which files you can store.
