All rumors at the moment, but 15th Oct has been mentioned a few times, and I believe it does fall within the usual timeframe for announcements (iPad mini and 4th Gen iPad were announced on 23rd October last year)
The new iPad is meant to be a similar design style to the mini. My guess is the full size iPad will get touchID, better processor (A7X), and, umm, not sure what else, slightly upgraded camera's perhaps?
As for the mini, it's possible it'll go retina, but some seem to think that is going to happen Q1 2014 rather than now. If there is a refresh then it's likely to be to add TouchID, again a faster processor, and not sure what else.
Personally I'd hope they hold off a refresh until it's retina, as all the other new iOS devices are retina, so it'd be a little odd to refresh without the display upgrade.

Mavericks (10.9) went GM last week, so I'd say it's going to be officially unveiled within the next two weeks, so the 15th looks possible.
I'd imagine we'll see iPad 5, and perhaps ipad mini, possibly iPod touch (based on 5 / 5C), and updated MacBooks. Mavericks, and possibly even more info on the new MacPro.
One of my co-workers was saying he'd not be shocked if 10.9 was a free upgrade, which I thought odd, then he pointed out that the last few iOS releases have been free, so why not do that for Mavs, another reason to upgrade. Not a bad idea, but personally can't see it happening, and I'm happy to pay $30 for an OS upgrade.

The Only thing I would be interested in is the price of both of these new 2 devices. For example a 64GB Iphone 5s is retailing @ £709 unlocked. So this begs the question how much will a 64GB Ipad 5 or ipad mini cost? I'm thinking at least £800 for a 64GB Ipad 5 with Wi-Fi and Cellular that will be £200 more than the current IPad 4.

I think the iPad 3rd and 4th gen were very similar in price, so I suspect the same will be true for the new model.

I'm going to be very surprised if the Ipad 5 will be the same as a IPad 4 is now. Maybe for the Wi-Fi only version? But if the Iphone 5S with the new 64-bit A7 chip and 64GB unlocked retails @ £709 (That's Wi-Fi and 3G/4G) with a 4 inch screen. The Ipad 5 is rumoured to have the same/maybe better spec than a Iphone 5S with a 9.7 inch screen, I cannot see this being cheaper?

I have noticed that a lot of Sky presenters have stopped using iPads and have gone back to pen and paper. Says it all really!

Be interesting to see what specs the ipad 5 gets. But if the iPhone 5s specs are better than an iPhone 5 then it will no doubt have the same as the ipad 5.

it seems the date of the event is 22nd October
more info on macrumors. no official confirmation from Apple yet, but Jim dalrymple has given one of his 'yep' responses to the info and he is usually pretty spot on
