Downloading files advice required

Ok..couple of simple questions.
When your downloading say,a 2.5 mb file (zipped)sometimes you get to 2mb and it suddenly says download complete.The problem is you've only got 80% of the file.Why does it do that?
Secondly is there any way of getting the bit you missed,or do you have to do it all again.(bit of a pain on a dial-up connection)
