AHHHHHHH fooking computer
Our PC threw a wobbler a few weeks back and I've decided to have a look again today. Problem is that IE only displays a blank page when loaded
I've tried to reset IE using internet options however when trying to open internet options I get the following error message 'This operation has been cancelled due to restrictions on this computer'
Also tried running it from the run section on the start button using the following commands inetcpl.cpl but this didn't work either.

dload firefox m8 or google chrome
if IE goes **** it can be a real **** to get going other than a full rebuild.
I can rebuild a pc in 45 mins its easy for me, but if your not up to speed it will seem like a real ****.
Just use Firefox m8 its a lot easier.

Both of these problems can be caused by various security software.
1. Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.
It is most likely (but not necessarily) to be here:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Inte rnet Explorer\Restrictions
You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".

AdAware, MS Anti-Spyware and other anti-spyware and anti-virus programs may
have similar options.
2. It might be a security program blocking the Registry change it needs to
make. A few, but not all, of the programs now doing this are:
Ad-aware's Ad-Watch
IBM Access Connections
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Spyware Doctor
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.
In the case of Zone Alarm 6.5 or Norton 2007 it actually has to be
uninstalled. Make sure the Windows Firewall is turned on until you
reinstall Zone Alarm.
Boot into Safe Mode with Networking and try the change.
3. Many security suites disable the Windows Firewall and install their own. ..."

I use spybot so will check its not that causing it. I also had Mcafee installed and I'm convinced it was that causing the problem. I tried un-installing it but couldn't. Had to download the un-install programme to memory stick to remove it but the problem is still there.
I'll give the above a go and report back

Right, ran regedit and couldn't go to the internet options tab, got as far as
HKEY_CURRENT_USER\Software\Policies\Microsoft\.... ......only displayed systemcertificates after microsoft
Spybot isn't blocking IE......
System restore won't run either grrrrrr.......not even in safe mode........
In safe mode the top half of the screen is at the top and the bottom half at the top

To be honest mate with so many issues a format and reinstall is probably a better bet. Ok there's the hassle of reinstalling apps afterwards but everything should run alot nicer and actually work!
Once you've done that, get hold of a HDD imager and backup your whole HDD to another HDD, such as ghost. If all goes **** up again you simply restore the image to where your PC was at beforehand, whole process takes less than n hour usually.
I've been using this method for years and it has saved my *** a few times. Plus I don't have to worry about backing up my apps and all their settings, as it's all imaged. The only other data I do backup is stuff like pics/music etc which are on another HDD.
