office still using windows xp (corp license) but the new PCs comes with windows 7 and we just wipe it with windows xp. is there a way to use/capture/image the windows 7 on the new PCs and use it on other test PCs?

as said either up to date cloning tools or just put in a replacmant HD into the machine that is going to have xp on.
Obviously this wont give you a win 7 cd that can use on any pc - its going to be limited to the type of machine that it was orginally installed on. Cloaning the drive will have the same issue.
If have MS action pack it comes with 10 copies of Win 7 or if look its easy enough to download a copy of Win 7

We do a very similar thing at the moment. However, as soon as Windows 7 SP1 is released you will no longer be able to buy a PC which comes with Windows 7 OEM and downgrade it to Windows XP. The license will not cover that. Unless you buy Software Assurance.

I'd also guess that using the Windows 7 OEM license which came with a PC on another PC is not legal. But I could be wrong.

You can use Jelly Bean to get the activation key and use that on another PC.
