Help - screen size???

Help - screen size???
I use a stand alone PC running XP, Explorer and Outlook Express.
I have done nothing to the PC but when I go onto the web the top and bottom toolbars disappear off the screen. I can retrieve the top bar by moving the mouse right to the top but I can't access the bottom bar in the same way.
Advice please. Many thanks, David
Edited to add. If I minimise web screen and bring up OE everything goes back to normal??
