Not wishing to be rude, but the different days/times thing cannot be accurate as 3.1 was only released today. Prior to that there was a 3.0.1 update, which has been out a little while, so do you perhaps mean that? The only way you would have had access to 3.1 would be if you had iPhone Developer access, and you wouldn't be downloading the OS from iTunes, you'd use ADC (Apple Developer Connect) instead and download a disk image file from there.

As ST says, make sure you download iTunes 9 and use that to try and download 3.1. As it was released today it is quite possible that there will be timeouts and long download times as many, many people will be trying to download it.

Apple are slowly getting better at writing PC software: iTunes 9 behaves better than 8.

Installed 3.1 last night, not many differences that are that useful, although that said the ability to trim videos and save as a new file is pretty useful. They need to improve the battery life in the next update.
