The message could not be sent because one of the recipients was rejected by the server. The rejected e-mail address was @@@@@@@. Subject 'is that it?', Account: 'in.talk21.com', Server: 'out.talk21.com', Protocol: SMTP, Server Response: '550 relaying mail to ruellan.co.uk is not allowed', Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79
no doesn't work, wot have i done wrong?

It's in the properties of the account under advanced.
Silly question, are you actually dialled in to talk21 or another ISP? The error message said "relay not allowed" this often is the case when you are connected to one ISP and try to send using an account from another ISP, you can receive OK but not send or reply.

Who is your ISP? Do you use modem dial up or some other means of access?
From talk21's help:
To use Outlook Express with talk21 you will need to have a valid talk21 username and password and connect using a BT based Internet Service. In simple terms the Other ISP's can not get authorisation to the Talk21 Server. The BT Click servers connect through a specified IP address range and these are recognised by the Talk21 server. Any IP address outside this range can not access the server.
In other words Talk21 must go through an internet provider with a BT Back Bone ( goes through BT Servers ).
If you use any other Internet Service Provider you will not be able to use Outlook Express, but you will still be able to take advantage of all talk21's web based features.

You can use OE with NTLworld, what you can't do is send via your talk21 email accounts while connected through NTLworld. You should have a ntlworld.com email address as well, you can receive mails on your talk21 address but if you want to reply then it will be through your ntlworld address.
I have a similar situation, connected through BTOpenworld and also have a C&W mail account. What works for me is on the properties of the C&W mail account in OE the "outgoing mail server" is set to the BT one NOT the C&W one. I can receive mail on the C&W account and reply to it while connect to BT.
Try putting your NTLworld outgoing server name in the account entry for talk21.
