What free photo editing programs can be used for blurring numberplates ?

Is there a free version of Photoshop ?

yep, gimp is fine, as is paint.net or you could use one of the online services like Sumopaint, pixlr, Phixr, photoshop.com or splashup, there are loads.

Paintshop pro will do it, My lad uses paint.net as well. What's wrong with MS paint?

Don't even need any software:

Use photobucket's built in photo editor! Click edit photo (will need the relevent flash/java plug-in )

I tried blurring the 'plate in Photobucket which seems to work well until i've saved the pic where it then blurs other parts of the pic aswell
