Sounds like an ISP issue. Do the usual speedchecks, router/line stat checks.

It's probably a DNS issue, you could use OpenDNS, detailed instructions are on their site https://www.opendns.com/homenetwork/...ice/windows-xp

Unlikely to be a DNS issue as Snet is fine for me and others I know on different ISPS.

If Oranges DNS server doesn't have an entry or is not able to look up the DNS it will cause that kind of problem.

You can check by opening a command prompt and type "ping bbs.scoobynet.com" without the quotes.
The IP should show as 92.48.11.6, if it can't find it it should say:
Ping request could not find host bbs.scoobynet.com. Please check the name and try again.

Sounds like a Firewall issue to me, disable any antivirus/firewall software

//ignore, just read its both PCs, have they tried rebooting the router?
