Default Need some web design help

For the day job I need to come up with a map of the UK

and be able to add various ballons to points on the map which when clicked I can add some site details and links

Is there some specific map building software ?

Probably not that hard to do, plenty of scripts out there that do this sort of thing. We've used one recently for a map of the Thames.
Hardest part is getting an accurate map of the UK as a plain graphic/vector and configuring the point of the bubble on the map.
It can be done using something like XML to configure the points/info...

how complex does it need to be, you could probably do it with multiple images and javascript, onclick, commands using an image map.
