If you use Nero then you can create a DVD Video, and in the left hand window will be a AUDIO_TS and VIDEO_TS folder, just drop all of the files into the VIDEO_TS folder and burn
This will then playback on a standalone DVD player
Vob is the actual video file, ifo IIRC is the information for the menu and the vob files, cant remember the bup file usage
You will need to burn them all into the VIDEO_TS folder, just make sure in Nero its set to burn DVD movie, and not ISO
This will then playback on a standalone DVD player

All of those files constitute a 'complete' video DVD (when in a 'video_ts' directory: and alongside an 'audio_ts' directory). You need an ISO image making application to combine them into an image, which any decent writing application can use.
(written before I saw Steve's reply btw)

Off the top of my head, no. I havent needed to use an application to do that for over five years. I will have a look, but it may be easier to download a free Nero trial.
