Blu Ray has 3 regions:
A - Americas; East and Southeast Asia.
B - Africa, Europe, Oceania; Middle East; French territories; Greenland.
C - Central and South Asia; Mongolia, Russia, and PRC China (mainland).
PLAYSTATION 3 FAQ frequently asked questions:- What are the regions of Blu-ray Discâ„¢ I can play on my PS3â„¢ system?
Re games Sony say:
At time of writing all PLAYSTATION®3 Blu-ray Disc™ games are not Region coded.
However, certain functionality specific to the game title may be disabled and unreliable if your game is not from the same region as your PLAYSTATION®3 system.
PLAYSTATION 3 FAQ frequently asked questions:- Will there be region coding on PS3â„¢ games?
I believe that PAL PS1/2 games won't work on an NTSC console too. Correct me if I'm wrong.
Oh, and DVD playback is also region locked.

All PS3 games are region free. And I have not had a single problem.
about 2/3rds of Bluray titles are region free - google and there are plenty of lists around so you can check.
I think Dunks right on the region coding of PS2/1 games - I've not tried any NTSC PS2 games in mine.

All depends on how important Backwards compatability is to you - I have a60Gig so does my youngest - I think I have played a couple of PS2 games on it when I first got it out of curiosity, but since then I haven't played any PS2 games on it at all.

Yup - The 40GB is identical to the 60GB, except it has 2 less USB slots - No memory card reader slots and no Backwards compatability (although it can play PS1 games).
In terms of PS3 functionality - Ie.e wifi, wireless controllers, internals it is exactly the same.
