IE ver 6.0
Due to a slow conection, I was wondering if....
a) one can stop graphics displaying totally..
b) shows graphics, but at low resolution (eg draft quality)...

You can stop IE from loading graphics. Go "tools", then "Internet Options", then click on the "Advanced Tab", and scroll down the list for the option you need.

lack of graphics is going to be a bit of a pain. There are less servere options you can look into.
1) Ad blocking software. This will stop a lot of bandwidth hungry stuff that you don't want to see anyway. Ads are generally the most prioritised elements of any web page. For firefox its easy and free with Ad Block Plus. For IE there is something called AdMuncher (this works for the whole machine, so will do firefox too)
2) There also used to be compression services. Your connection would be routed through someone else, who would compress all the graphics and then send the now smaller page to you. These used to be popular during the dialup days, but in honesty I never tried them out. Have a look for dial up accelerators and the like (note: download accelerators are something totally different).
