Was the system moved from one place to another before it stopped working? May be that something has came loose on the motherboard, or even that something is causing it to short out. Possibly the latter, I have had similar before.
I suggest you remove everything from the case and see if it boots up outside the case. If it does, then carefully reinstall everything making sure nothing is shorting - especially those PITA steel raisers that most case manufacturers use.

Could be the speed sensor on the CPU fan or other fan. If a speed sensing fan is not working or the sensor is faulty the PC won't boot.
You may be able to swap the fans around or change BIOS settings to work around this.

I had similar and the CPU heatsink had come loose, it heated up that quickly, it barely had time to do anything. Shows what a good job the coolers do.
Could be many things but another one to check.

Does the comp get to a certian point then restarts. There is a virus going around where your computer restarts every 15 seconds ie- boots up then restarts without loosing any power?

from what i've been told - when my dell went down the pan!
remove everything bar the processor
switch it on.... then off
then add ram
switch on.... then off
until it does it again (should be able to work it out by elimination)
have you tried resetting cmos?
