Create an account then delete the shortcuts to the installed browser? Alternatively you can download free software to restrict access to applications, or use your security software to stop access.

or if your feeling really brave you can use a group policy to restrict access to the internet. Have a look for Group Policies on the internet I will see what I can find for you. However playing with group policies is not to be taken lightly you can easily end up with a unusable computer.
And after all this apparently this freeware will do the job and some

will restrict messenger, internet access and suck like on a per user basis.
