You can buy them on xbox.com, via your console or via a pre-paid card in a shop.
I either buy on my console or via xbox.com, its as safe as any other online shopping.

Prices vary for the points cards depending on the shop you buy from. For example Play.com sell 2100 points for £16.99, retails at £17.99, on Xbox.com/console its £17 for 2000 iirc. I just buy online for the convenience.
