I'm sure thats to do with OEM versions installed on machines, patches and the like will still be available for it, they want to push Vista so as of that date you cant get a machine with XP on it, meaning Vista would typically be pre-installed

Here is the official life cycle info for XP (plus other MS Operating Systems)
It does appear to be OEM and Retail Licences that will no longer be available after Jan 31 2008. System Builder License availability is extended until Jan 31 2009.
This seems to indicate that maintstream support for XP Pro will be retired on 14th April 2009, extended support will be retired on 4th July 2014.
