Connection speed problem?

Connection speed problem?
I have a rather strange problem with my desktop PC over broadband 8meg max rate adsl.
My desktop is connected to my BT home hub via the ethernet cable.
My laptop (BT work laptop) i'm a BT Engineer, is wireless via home hub.
I have checked the speed of my line via a web site Namesco BroadbandMax ADSL Broadband Bandwidth speedtest | Test your ADSL Broadband connection speed
My desktop is maxing out at 400kbps download with 380kbps upload. My laptop is maxing out at 7.3Meg download 1meg upload.
Wot the hell is wrong with my desktop. All windows updates are installed and it has just been through a full system restore tonight.
Ideas?
