Yes but you need some software to do it. Problem with installing the software though is that it could overwrite the area on the disk drive where your data was/is still stored.
Best thing to do is install the software on another PC and take your hard drive out of your pc and put it in the other pc with the software on it and scan it that way to recover the files. ERD Commander is a good product that has a component called Admin Pak and this has a tool that will recover deleted/lost data.

This looks good too, not cheap to purchase though....

Keep an open mind when using recovery programs. All is not lost, even if your software reports that it can't find your file. The OS renames the file when it drops it into the recycle bin, and keeps a small logfile of the previous filename and location. You never see this from the front-end of Windows - but I assure you, this happens.
