If its to run some new games then forget it
If its just to give you internet viewing and word processing then it will be perfect

Is PCI-Express backwards compatible with a PCI slot?

I am assuming they are not?

Why not a new mobo with a pci express slot - if you're going to get a new mobo not much point getting one which limits you to the old agp cards unless your processor is a bit old and you don't want to buy a new one as well.
