If you've not got photoshop then open up paint from the start menu > program files > accessories menu.
Open your picture, then go to image menu at top, then down to attributes (or you can use stretch/skew from the same menu), and type in the size you want. Then save, or save as to preserve the orginal picture.
Remember to keep the same ratio for height and width to avoid stretching the pic
